Personally, I'd recommend it, even if it was me who was the buyer. The lender/insurer might consider that I might be biased & ask for a neutral survey.
Considering the complexity of systems even in smaller boats, all the potential for hidden problems, I always recommend a survey for whatever I'm buying (on shore & off), unless I'm absolutely sure that I'm experienced in what I'm doing.
