A 25 foot boat (especially a 'complex' one) can harbor the same issues a larger vessel can. But the good news for you is, if the boat is currently dry docked, you won't have to incur haul out costs to have an out of the water survey done.
So, I'd suggest spending the few hundred dollars for peace of mind. Also, bear in mind that if you're seeking to insure your purchase, most insurance companies maintain a list of 'accepted' surveyors. If you already do business with an insuror, request a list from them, then call around, interviewing some prospects.
